Proposal
A minimalistic common denominator already exists in the OIE standards on animal welfare, but a common basis would need to be extended to all countries. At the time of writing, the OIE has 178 member-States and there are 193 member-States worldwide at the UN. Until now, 15 countries (mainly small islands) have yet to agree any minimum standard on animal welfare. This first step to have at least a minimum global standard on animal welfare is needed.
