Systems Architect – Animal Welfare Implementation & Livestock Supply Chain Governance

Harm Kiezebrink MBA is a systems architect specializing in humane and biosecure livestock processing and the practical implementation of animal welfare requirements in high-throughput agricultural systems. Founder of The Pivot, he focuses on One World governance, animal welfare law and livestock supply chain implementation. Since 1994 he has played a central role in the development and large-scale implementation of controlled-atmosphere euthanasia systems, including early CO₂ technology widely used in hatcheries for the humane euthanasia of male day-old chicks. He also established the first organized emergency response framework deployed during the 2003 avian influenza crisis in the Netherlands. Between 2014 and 2023 he collaborated with several research institutions, including the Friedrich-Loeffler-Institut (Germany), SLU and RISE (Sweden), and the University of Minnesota (USA). His current work focuses on implementing NEFS technology using closed containers within Regulation (EC) No 1099/2009 Annex I and the official controls framework of Regulation (EU) 2017/625, translating EU authorization into national regulatory practice through operational protocols, certification systems and auditable compliance procedures supporting competent authorities, operators and international livestock supply chains.
